Sean,
I am an ARRL-accredited VE with the Laurel VEC out of Laurel,
Maryland. It's one of the oldest VEC groups and they do not
charge a test fee for any amateur radio license test.
I want to say that the Laurel VEC has now accredited a VE Team
with Courage Kenny Handi-Hams...so they can do exams at their
yearly fall radio camp.
I record the monthly audio transcript for the visually impaired
of the Journal of the Quarter Century Wireless Association (QCWA).
It takes about 8 hours to get everything done, but I know that
many blind and visually impaired hams enjoy this. I started doing
it just over a year ago, when the last guy (who had done it for
several years), retired.
Having had poor eyesight much of my life, I know what a benefit
this is.

Daryl Stout, N5VLZ, QCWA VHF+ Net Manager
... I watch what I eat...from the plate to the mouth.
